PGWP to Permanent Residence: The Complete 2025 Guide
The Student-to-PR Pipeline
Studying in Canada is one of the most reliable pathways to permanent residence. The Post-Graduate Work Permit (PGWP) gives international graduates open work authorization for up to 3 years — long enough to gain the Canadian work experience required for the Canadian Experience Class (CEC) under Express Entry.
Step 1: Choose a DLI and Eligible Program
Not every study program qualifies for a PGWP. You must study at a Designated Learning Institution (DLI) and complete a program of at least 8 months. Programs at most Canadian universities, colleges, and CEGEPs qualify. Private career colleges may not.
PGWP Length Rule:
- Programs of 8 months to less than 2 years → PGWP equal to program length
- Programs of 2 years or more → PGWP of 3 years
For maximum PR pathway benefit, choose a program of at least 2 years to receive the full 3-year PGWP.
Step 2: Apply for Your PGWP
After graduating, apply for your PGWP within 180 days of receiving written confirmation of your final marks. You cannot apply from inside Canada if your study permit has already expired.
Required documents:
- Proof of graduation (official transcript or letter)
- Passport valid beyond the PGWP period
- Study permit (valid or expired within 90 days)
- Application fee ($255 CAD)
Step 3: Build Canadian Work Experience
To qualify for the Canadian Experience Class (CEC), you need:
- 12 months of full-time skilled work experience in Canada (TEER 0, 1, 2, or 3)
- Valid Canadian work authorization (your PGWP)
- Meet the language threshold: CLB 7 for TEER 0 and 1 occupations, CLB 5 for TEER 2 and 3
Part-time work counts if you accumulate the equivalent of 12 full-time months.
Step 4: Meet the Language Requirement
Language scores are both a CEC eligibility requirement and the biggest lever on your CRS score. Take IELTS General Training or CELPIP and target CLB 8 or 9 to maximize your ranking.
If you studied in French or have French proficiency, take TEF Canada or TCF Canada as well — bilingualism adds 24–50 extra CRS points and makes you eligible for dedicated French draws with lower cutoffs.
Step 5: Enter Express Entry and Get Invited
Once you have 12 months of Canadian work experience and valid language scores:
- Complete your online Express Entry profile
- Receive a CRS score
- Enter the pool
- Wait for an Invitation to Apply (ITA) in a draw
CEC draws have historically had lower cutoffs than FSW draws, making the student pathway very competitive.
Step 6: Submit Your PR Application
After receiving an ITA, you have 60 days to submit a complete PR application (eAPR). Processing times for Express Entry PR applications are currently 6–12 months.
