Quebec Immigration Guide
Quebec Skilled Worker Program (QSWP) + PEQ
Quebec manages its own immigration independently from the federal Express Entry system. French-speaking immigrants — or those willing to learn French — have the most direct pathway through the Quebec Skilled Worker Program (QSWP) and the Programme de l'expérience québécoise (PEQ).

Frequently Asked Questions
Do I need to speak French to immigrate to Quebec?
For most Quebec immigration programs, French language proficiency is not strictly mandatory, but it is worth significant bonus points in the selection grid. Without French, your chances of receiving an Arrima invitation are much lower. For the PEQ, a basic French knowledge (level B2 CECR) is required. Learning French dramatically improves your prospects.
Can I immigrate to Quebec without going through Express Entry?
Yes. Quebec operates entirely independently from the federal Express Entry system. You submit an Arrima expression of interest directly to the Quebec government. If selected, you receive a Quebec Certificate of Selection (CSQ), and then apply to the federal government for permanent residence. You do not need an Express Entry profile.
